Adults 18 and older have their own extra step: two proofs of Pennsylvania residency. For teen drivers, the permit is the opening move, not the finish line. Pennsylvania requires drivers under 18 to hold the learner’s permit for at least 6 months and complete 65 hours of supervised driving before the road test, including 10 hours at night and 5 hours in bad weather.
